Early Years funding rates in Northumberland for the financial year 23/24

As agreed by schools forum and following the end of the consultation period with providers please find the rate for 23/24 below.

Additional bank holiday and EY funding

As you will be aware, an additional bank holiday will take place on the 8th May 2023 to celebrate the coronation of King Charles III.

As with other bank holidays, it is at the discretion of individual settings whether they close or stay open. There would be no government expectation for early years and childcare settings to remain open on the bank holiday.

DfE statutory guidance (paragraph A4.37) is clear that local authorities should ensure providers are not penalised through withdrawal of funding for short term closures of a setting, for example, as a result of local or national elections or damage to the premises. Therefore, providers should not be penalised for closing as a result of the additional bank holiday, as is currently the case with other bank holidays. However, providers should be mindful of the impact on parents if they choose to close, and should be confident they can still provide the total number of hours parents agreed with the provider in their parental declaration.

Paediatric First Aid Requirements – Update

There has been an update to the inspection guidance document regarding Paediatric First Aid requirements. 

Will inspectors expect all staff to have maintained their paediatric first aid (PFA) certificates?

All staff who have obtained a level 2 and/or level 3 qualification since 30 June 2016 must hold a full or emergency PFA certificate within 3 months of starting work, in order to be included in the staff-to-children ratio required in an early years setting. The Department for Education (DfE) has confirmed that they must maintain their PFA training to be considered in ratios.

Early Years Qualifications Forum

The Early Years Team, in partnership with Northumberland Adult Education and Skills would like to invite you to an open Early Years Qualification Forum. This provides a bespoke opportunity for settings to learn more about Apprenticeships and L2/L3 early years qualifications delivered through the council. In addition, settings can gain clarity around the legal criteria when employing an Apprentice, discuss related business needs and ask any questions. Working together will help to inform strategic intelligence and enable us to consider any areas where the council may be able to further support the business needs of providers. Any childminder looking to expand and take on an apprentice, this provides a great opportunity to learn more and gain the initial support needed.
